Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are delivered from different nations. Significant resources is allocated on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles flew past – sophisticated military planes provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the approaching threat won't cause damage this time, sparing the city from devastation and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on international aid – a reliance that regional partners are evidently unprepared to fill in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, certainly, continue.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unrealistic to compel Moscow to surrender the land that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does nothing to deter Moscow, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its favour.
Present Conditions
Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
