Tehran is willing to reinitiate nuclear talks with Washington on condition that it is handled with "respect" and "honor", Iran's top diplomat has declared.

The Iranian diplomat stated only diplomacy worked, and shared fresh requests had come from intermediaries to restart negotiations with the Trump administration. He claimed Iran did not have secret atomic facilities, and Iran could not yet allow the UN nuclear inspectorate to visit bombed nuclear sites for protective measures.

Walking a Difficult Route

Araghchi is navigating a challenging course since Iran does not want be seen to be acting from a position of weakness, and he insisted repeatedly that Iran had come out stronger militarily and psychologically from the Israeli-US attack on its nuclear sites in June.

He was talking at a security conference in Tehran where he reiterated that Iran had "an absolute privilege to process nuclear material domestically that it will always maintain" – the key factor of the impasse in the previous talks.

Earlier Discussions Suddenly Concluded

The earlier sessions of talks between the US and Iran were ended suddenly and bitter conclusion on 12 June when the Israeli government, with Washington's assistance, attacked Iranian nuclear sites in a fortnight-long engagement that ended with the US president declaring the facilities had been destroyed. Subsequently, European countries employed their right to restore international penalties, but Iran maintains they have not had a significant effect.

Ideal Resolution Proposed

Iranian officials said they felt they had reached a "perfect agreement" to the enrichment issue in earlier negotiations, when it was decided an Iran-based consortium with US participation could process nuclear material. Each party would have been able to declare success since domestic enrichment would have remained and the US could be confident that Iran's nuclear programme was solely for peaceful purposes.

It had not been agreed in the negotiations that American atomic experts could function inside Iran, but that was a natural consequence of the consortium proposal. Representatives stated on multiple occasions they had reached agreement with Trump's special envoy the US official only for the agreement to collapse due to "spoilers in Washington".

Current Position

Iran's diplomats declared the consortium offer was now no longer available, but it seems quite possible the proposal could be reintroduced in certain ways if negotiations resume.

The American leader recently said he had been getting signals that Iran wanted to restart talks, but privately Tehran representatives say they are not yet receiving coherent offers from Washington either straightforwardly or from important Middle Eastern intermediaries, such as Qatar, Egypt, the Omani authorities and the Saudi kingdom. The Iran's state department has been criticized of inactivity in the aftermath of the US president's straightforward manner, but Tehran states diplomacy is not part of a performance.

Negotiating Stance

In his remarks to the conference, aimed to depict the US as a hegemonic power that misuses the notion of international law, Araghchi said the two-week conflict demonstrated the conflict could not be ended by military means. He stated the attacks began with a American requirement for an total Iran submission and culminated with an unconditional call for a ceasefire.

Iran is certain the first strikes by Israel were carried out with full US knowledge and cooperation, making trust hard to restore.

Diplomacy Stays the Primary Solution

Araghchi said: "It was not Iran that had fled diplomacy; it was America and the European states that had always attempted to dictate their desires during the talks. Diplomacy can still be active and continues the ultimate resolution to resolve disagreements, but its requirements, rules and fundamentals must be respected."

In what is characterized by Tehran representatives as the struggle of repair and reconstruction, the foreign minister stated he was certain Iran's security strengths "have significantly improved than preceding 13 or 14 June of this year. He continued: "We effectively endured this war. Our enrichment knowledge, which they aimed to destroy, remains in place. The installations and gear, if eliminated, will be rebuilt; what is important is the will of the nation of Iran and then the unity of the country that they aimed at, but failed to shatter. The nation of Iran have developed more resilient, more cohesive, and more backing of the administration and the country in the wake of this assault."
